Ordnungswidrig im Sinne des § 381 Absatz 1 Nummer 1 der Abgabenordnung handelt, wer vorsätzlich oder leichtfertig entgegen § 4 Absatz 6 Satz 1 oder § 5 Absatz 5 Satz 1 einen dort genannten Nachweis nicht richtig ausstellt oder nicht richtig bestätigt.
