Klageänderungen und Beiladungen sind im Revisionsverfahren unzulässig. Dies gilt nicht für die Beiladung der Bundesrepublik Deutschland in Angelegenheiten des Sozialen Entschädigungsrechts oder des Soldatenentschädigungsrechts nach § 75 Abs. 1 Satz 2 und, sofern der Beizuladende zustimmt, für Beiladungen nach § 75 Abs. 2.
