Soweit häusliche Pflege ausreicht, soll der Träger der Sozialhilfe darauf hinwirken, dass die häusliche Pflege durch Personen, die dem Pflegebedürftigen nahestehen, oder als Nachbarschaftshilfe übernommen wird.
