Die Durchführung von Lehrgängen für die Laufbahngruppe 1, zweites Einstiegsamt, und Laufbahngruppe 2, erstes Einstiegsamt, und die Prüfung für diese Laufbahnen obliegen, soweit in den Rechtsverordnungen gemäß § 7 des Landesbeamtengesetzes nichtsanderesbestimmt ist, den von den Gemeinden und Gemeindeverbänden errichteten Studieninstituten für kommunale Verwaltung.
