Haushaltsgrundsätzegesetz
Ein finanzieller Fehlbetrag ist spätestens in den Haushaltsplan für das zweitnächste Haushaltsjahr einzustellen. Er darf durch Kredite nur gedeckt werden, soweit die Möglichkeiten einer Kreditaufnahme nicht ausgeschöpft sind.
