Gemeindeordnung NRW
(1) Das Gebiet der Gemeinde besteht aus den Grundstücken, die nach geltendem Recht zu ihr gehören. Grenzstreitigkeiten entscheidet die Aufsichtsbehörde.
(2) Jedes Grundstück soll zu einer Gemeinde gehören.
