Durch Landesgesetz kann das dem Staat an einem Grundstück zustehende Eigentum auf einen Kommunalverband und das einem Kommunalverband an einem Grundstück zustehende Eigentum auf einen anderen Kommunalverband oder auf den Staat übertragen werden.
