Ausnahmen von der regelmäßigen Beurteilung können zugelassen werden, wenn eine dienstliche Beurteilung nicht zweckmäßig ist. Dies ist insbesondere in herausgehobenen Führungsfunktionen der Fall. Die §§ 28 bis 31 bleiben unberührt.
