Beamtinnen und Beamte haben das Recht, sich in Gewerkschaften oder Berufsverbänden zusammenzuschließen. Sie dürfen wegen Betätigung für ihre Gewerkschaft oder ihren Berufsverband nicht dienstlich gemaßregelt oder benachteiligt werden.
