1Die Verteilung und Nutzung des Bodens wird von Staats wegen überwacht. 2Mißbräuche sind abzustellen.
(2)
Steigerungen des Bodenwertes, die ohne besonderen Arbeits- oder Kapitalaufwand des Eigentümers entstehen, sind für die Allgemeinheit nutzbar zu machen.
