Berechtigter im Sinne dieses Gesetzes ist jeder Rechtsinhaber, der auf gesetzlicher oder vertraglicher Grundlage in einem unmittelbaren Wahrnehmungsverhältnis zu einer der in § 1 genannten Organisationen steht.
