Durch dieses Gesetz werden die Grundrechte aus Artikel 2 Abs. 2 Satz 1 und 2 (körperliche Unversehrtheit und Freiheit der Person) und Artikel 10 Abs. 1 (Brief-, Post- und Fernmeldegeheimnis) des Grundgesetzes eingeschränkt.
