Bestehen Zweifel, ob es sich bei einer Einrichtung um eine Stiftung im Sinne dieses Gesetzes handelt, oder ist die Rechtsnatur einer Stiftung zweifelhaft, entscheidet hierüber auf Antrag die oberste Stiftungsbehörde. Antragsberechtigt ist, wer ein berechtigtes Interesse an der Entscheidung glaubhaft macht.
