(1) Die Sozialhilfe soll vorbeugend geleistet werden, wenn dadurch eine drohende Notlage ganz oder teilweise abgewendet werden kann. § 47 ist vorrangig anzuwenden.
(2) Die Sozialhilfe soll auch nach Beseitigung einer Notlage geleistet werden, wenn dies geboten ist, um die Wirksamkeit der zuvor erbrachten Leistung zu sichern.
