(1) Der Vorstand ernennt die Beamtinnen und Beamten.
(2) Der Vorstand kann seine Befugnisse auf Bedienstete der Bundesagentur übertragen. Er bestimmt im Einzelnen, auf wen die Ernennungsbefugnisse übertragen werden.
