Richtlinien für das Strafverfahren und das Bußgeldverfahren
(1) Eine Einstellung nach § 154c StPO soll grundsätzlich nur erfolgen, wenn die Nötigung oder die Erpressung strafwürdiger ist als die Tat des Genötigten oder Erpressten.
(2) Die Entscheidung, ob zugesichert werden kann, dass das Verfahren eingestellt wird, ist dem Behördenleiter vorzubehalten.
