Staatsrecht I: Staatsorganisationsrecht
(1) Für das Land wird ein Landesschuldbuch geführt, das der Begründung, Dokumentation und Verwaltung von Schuldbuchforderungen dient.
(2) Eine Schuldbuchforderung wird als Sammelschuldbuchforderung oder Einzelschuldbuchforderung durch die Eintragung in das Landesschuldbuch begründet; durch die Eintragung in das Landesschuldbuch gilt eine gesetzlich vorgeschriebene Form als beachtet.
(3) Das Landesschuldbuch wird vom Finanzministerium geführt. Die elektronische Form ist zulässig.
