Landeshaushaltsordnung NRW
(1) Die Bücher sind jährlich abzuschließen. Das Finanzministerium bestimmt den Zeitpunkt des Abschlusses.
(2) Nach dem Abschluss der Bücher dürfen Einnahmen oder Ausgaben nicht mehr für den abgelaufenen Zeitraum gebucht werden.
