Nur mit Einwilligung des Finanzministeriums dürfen Ausgaben, die durch Gesetz oder im Haushaltsplan als gesperrt bezeichnet sind, geleistet, Verpflichtungen zur Leistung solcher Ausgaben eingegangen sowie im Haushaltsgesetz oder im Haushaltsplan gesperrte Planstellen oder Stellen besetzt werden. In den Fällen des § 22 Satz 3 hat das Finanzministerium die Einwilligung des Landtags einzuholen.
