(1) Der Haushaltsplan ermächtigt die Verwaltung, Ausgaben zu leisten und Verpflichtungen einzugehen.
(2) Durch den Haushaltsplan werden Ansprüche oder Verbindlichkeiten weder begründet noch aufgehoben.
