Landeshaushaltsordnung NRW
Ist die landesunmittelbare juristische Person des öffentlichen Rechts berechtigt, von ihren Mitgliedern Umlagen oder Beiträge zu erheben, so ist die Höhe der Umlagen oder der Beiträge für das neue Haushaltsjahr gleichzeitig mit der Feststellung des Haushaltsplans festzusetzen.
