Bis zum Erlaß neuer Vorschriften sind die den Kreisen zur Erfüllung nach Weisung übertragenen staatlichen Angelegenheiten (Auftragsangelegenheiten), unbeschadet des § 42 Buchstaben d und f, nach den bisherigen Vorschriften durchzuführen.
