Kommunalrecht
(1) Die Kreise führen Dienstsiegel.
(2) Die Kreise führen ihre bisherigen Wappen und Flaggen.
(3) Die Änderung und die Einführung von Dienstsiegeln, Wappen und Flaggen bedürfen der Genehmigung der Bezirksregierung.
