Haushaltsgrundsätzegesetz
(1) Ein Amt darf nur zusammen mit der Einweisung in eine besetzbare Planstelle verliehen werden.
(2) Personalausgaben, die nicht auf Gesetz oder Tarifvertrag beruhen, dürfen nur geleistet werden, wenn dafür Ausgabemittel besonders zur Verfügung gestellt sind.
