Das für Kommunales zuständige Ministerium wird ermächtigt, in Ausnahmefällen wie Katastrophen, einer epidemischen Lage von landesweiter Tragweite oder eines außergewöhnlichen Notstandes nach Artikel 115 des Grundgesetzes durch Rechtsverordnung, die mit Zustimmung des Landtags erlassen wird, Abweichendes zum Achten Teil dieses Gesetzes zu regeln.
