Inwiefern für die nach den §§ 31, 33i, 34, 34a, 34b, 34c, 34d, 34f, 34h, 34i und 36 konzessionierten oder angestellten Personen eine Stellvertretung zulässig ist, hat in jedem einzelnen Falle die Behörde zu bestimmen, welcher die Konzessionierung oder Anstellung zusteht.
