Soweit die Gemeinden nach § 5 Abs. 2 und 3 Träger der Straßenbaulast sind, richtet sich die Zuständigkeit zur Verwaltung der Ortsdurchfahrten nach Landesrecht. Dieses regelt auch, wer insoweit zuständige Straßenbaubehörde im Sinne dieses Gesetzes ist.
