(1) Das Gericht entscheidet, soweit nichts anderes bestimmt ist, auf Grund mündlicher Verhandlung. Entscheidungen des Gerichts, die nicht Urteile sind, können ohne mündliche Verhandlung ergehen.
(2) Mit Einverständnis der Beteiligten kann das Gericht ohne mündliche Verhandlung entscheiden.
