(1) Das Umweltbundesamt verwaltet den Einwegkunststofffonds. Der Einwegkunststofffonds dient der Abwicklung der Erstattung der in § 3 Nummer 12 bis 16 genannten Kosten durch die Hersteller.
(2) Bei der Verwaltung des Einwegkunststofffonds sind die Grundsätze der Wirtschaftlichkeit und Sparsamkeit zu beachten.
