(1) Gegen Verwaltungsakte nach § 15 Absatz 4 Satz 1 oder § 38 Absatz 3 ist ein Widerspruchsverfahren ausgeschlossen.
(2) Die Klage gegen eine Anordnung nach § 15 Absatz 4 Satz 1 oder nach § 38 Absatz 3 hat keine aufschiebende Wirkung.
