Die Beamtinnen und Beamten sowie die Arbeitnehmerinnen und Arbeitnehmer bilden je eine Gruppe. Die in § 4 Absatz 1 Nummer 5 bezeichneten Richterinnen und Richter treten zur Gruppe der Beamtinnen und Beamten hinzu.
