(1) Dieses Gesetz tritt mit Wirkung vom 20. September 1949, § 11 jedoch erst vom 1. April 1953 ab in Kraft.
(2) Für die Zeit vor dem 1. April 1953 verbleibt es bei den geleisteten Zahlungen.
