Beschränkungen, Anordnungen und Verpflichtungen nach den §§ 139 bis 142 sind nur nach Maßgabe des Artikels 80a des Grundgesetzes zulässig. Sie sind auf Personen im Sinne des § 5 Abs. 1 des Arbeitssicherstellungsgesetzes nicht anzuwenden.
