Die Regierung führt das Anhörungsverfahren (Art. 73 BayVwVfG) durch und stellt den Plan fest (Art. 74 BayVwVfG).
(2)
Die Regierung ist Anhörungs- und Planfeststellungsbehörde im Planfeststellungsverfahren nach dem Bundesfernstraßengesetz.
