Der Landkreis wird durch den Kreistag verwaltet, soweit nicht vom Kreistag bestellte Ausschüsse (Art. 26 ff.) über Kreisangelegenheiten beschließen oder die Landrätin oder der Landrat selbständig entscheidet (Art. 34).
