¹Der Sitz der Kreisverwaltung und der Name des Landkreises werden nach Anhörung des Kreistags mit Zustimmung des Landtags durch Rechtsverordnung der Staatsregierung bestimmt. ²Namensänderungen, die nur die Schreibweise betreffen, bedürfen nicht der Zustimmung des Landtags.
