Der Bezirk wird durch den Bezirkstag verwaltet, soweit nicht vom Bezirkstag bestellte Ausschüsse (Art. 25 und 28) über Bezirksangelegenheiten beschließen, die Bezirkstagspräsidentin oder der Bezirkstagspräsident selbständig entscheidet (Art. 33 Abs. 1 und 2) oder die Regierung gemäß Art. 35b tätig wird.
