(1)
Die Hoheitsgewalt des Bezirks umfaßt das Bezirksgebiet und seine gesamte Bevölkerung (Bezirkshoheit).
(2)
Die Bezirke können zur Aufbringung der für ihre Aufgaben nötigen Mittel im Rahmen der Gesetze Abgaben erheben.
